&lt;p&gt;So you are having trouble with folders contained in a PST that are empty?  But the folders in your inbox have mail in them and should be archiving?&lt;/p&gt;

&lt;p&gt;What do your archival settings look like? Or are you manually archiving them via drag n drop?  If you can provide a little more information about what is happening and what you expect to happen, I will do my best to help you figure it out.&lt;/p&gt;

I've used the manual archiving to PST files for years in order to structure my folders into some manner that allows me to quickly drill-down to what I'm looking for.&lt;/p&gt;

&lt;p&gt;The problem I've had, which no one has been technically savvy enough to discuss or resolve, is when I go back to those folders and NOTHING is in them.  There are a LOT of these folders in my world and it's a great loss to me.  The PST files are local to my hard drive as saving them in Outlook would run over my capacity limit.&lt;/p&gt;

&lt;p&gt;I would dearly love to find someone with the right technical accumen to assist or coach me in determining why this happens and how to stop it.  The content of your Redmond Magazine article gave me hope that you (or someone you know) would have that level of knowledge and I might end up folders whose content does not vanish.&lt;/p&gt;

It amazes me how many companies are just to lazy to program their application to run in a proper environment.&lt;/p&gt;

&lt;p&gt;The only downside (even when the software does work) is if you ever have a problem and they find out you are running on a un-supported OS/config that is their out. I just went through the same data migration pains you are describing above when we moved our users to our new Celerra (NS-120). I went through and pruned out any non-essential files from the home directories (MP3s, movies, etc...)... Note: is is amazing what ends up in personal drives. Additionally, we asked our users to clean up their personal drives and we found a decrease of around 2-3GB out of 100+ for user data. &lt;/p&gt;

&lt;p&gt;We see multiple issues in our company regarding not knowing what is important any more and what is not, CYA, and just not enough time (need to spend time working and not maintaining folder structures). Same goes for email. It is easier to let things grow and request more space than deal with it appropriately. &lt;/p&gt;

&lt;p&gt;We ended up going for option A above, "Determine current usage and add 20%". IT cannot determine what is important and what is not. We can show file ages and determine that the Stevie Wonder MP3 library is not business data. But, when it comes to other files, the users need to feel like they have some need to clean up before they do. I love option B, "Assign a specific quota, like 10Gb, regardless", but the business does not feel like that will fly so well. &lt;/p&gt;

So.. Microsoft fixes things by doing everything it can to help older or (poorly written) applications work on the newer platforms, and developers continue to build to the new standards and for the newer, more secured platforms.  &lt;/p&gt;

&lt;p&gt;Actually, I don’t think we’ll ever have a situation where standard users can just install everything they want.  That’s another aspect of having a secured platform – that a standard user can’t just install anything they  want because installation has to be protected.  The alternative is to “deploy” applications, as you suggested in your post, in a way that installs in an elevated manner, but doesn’t require the user to be an administrator.   The installation (such as using SCCM or even Group Policy in a domain environment)  being launched by the administrator in this way is trusted, because of the relationship of that domain membership, right?
